First California Community College Bachelor’s Degree Programs Receive Initial Approval from Board

Pilot program is historic leap forward for college system; final approval in March
SACRAMENTO, Calif. – The California Community Colleges Board of Governors, in a landmark move for public higher education, today gave initial approval to 15 colleges to develop bachelor’s degree programs in fields such as respiratory therapy, dental hygiene, automotive technology and aerospace manufacturing technology as part of a pilot program approved by the Legislature and Gov. Jerry Brown.
“These colleges are embarking on a new mission for the California Community Colleges that will expand opportunities in public higher education,” said California Community Colleges Chancellor Brice W. Harris. “Students will have a range of programs from which to choose to earn high quality, affordable and in-demand degrees. California employers win too, as they will have improved access to highly qualified candidates in these fields.”
The programs selected will undergo additional review by the California Community Colleges Chancellor’s Office as well as further consultation with the California State University and University of California before final approval is considered by the Board of Governors at its March meeting.
The bachelor’s degree programs receiving initial approval are:
• Airframe Manufacturing Technology, Antelope Valley College
• Industrial Automation, Bakersfield College
• Emergency Services and Allied Health Systems, Crafton Hills College
• Mortuary Science, Cypress College
• Equine Industry, Feather River College
• Dental Hygiene, Foothill College and West Los Angeles College
• Bio-manufacturing, MiraCosta College
• Respiratory Care, Modesto Junior College and Skyline College
• Automotive Technology, Rio Hondo College
• Health Information Management, San Diego Mesa College
• Occupational Studies, Santa Ana College
• Interaction Design, Santa Monica College
• Health Information Management, Shasta College
The board action is in response to legislation sponsored by Sen. Marty Block (D-San Diego) and signed by the governor last year that allows up to 15 districts to establish a pilot baccalaureate degree program at one of their colleges in a field of study not offered by the California State University or University of California. Lower-division coursework would cost $46 and upper-division coursework would cost $84 under the new program, with an estimated total cost of about $10,000 to obtain a bachelor’s degree.
"SB 850 will expand opportunities for California students by increasing affordable and accessible paths to a four-year degree while also helping veterans and other nontraditional students,” Block said. “This historic and landmark change will also help keep our state a global economy -- competitive and open for business."
The college districts that the board approved today were chosen from 34 applications. A team comprised of Chancellor’s Office staff, reviewers from the University of California and California Department of Education, a member of the business and workforce community, and community college administrators, faculty and staff from districts that did not apply to host a program reviewed the applications.
Considerations for selecting a district included geographic distribution of the pilot programs, diversity of pilot programs, ability of the district to establish a rigorous program in their proposed field and that the proposed program will meet an unaddressed local or statewide workforce need.
Under the law the four-year degree programs must be up and running by at least the 2017-18 academic year, however,districts may start their programs by the fall 2015 semester. Districts must also seek approval from the Accrediting Commission for Community and Junior Colleges to start a program.
The legislation sunsets after the 2022-23 school year, after which the Legislature and governor may renew it pending two Legislative Analyst’s Office reviews of the pilot program- one in 2018 and another in 2022.
The law was enacted to assist the state in meeting the need for individuals in high demand technical disciplines which are increasingly requiring baccalaureate degrees and to increase college participation rates and improve workforce training opportunities for local residents who are unable to relocate because of family or work commitments.

The government says mobile phone use should be limited under the age of 16
A major investigation into whether mobile phones and other wireless technologies affect children's mental development is getting under way.
The study - funded by the government and industry - will track 2,500 11- and 12-year-olds from September.
It will look at their cognitive ability - thinking skills, memory and attention - and then repeat the tests in 2017.
The researchers say "very little" is known about what impact these technologies have on children.
The World Health Organization has said research in this area is of the "highest priority".
More than 160 secondary schools in the outer London area will receive invitations to enrol pupils into the study.
Much of the research into mobile phone use has focused on adults and in particular, the risk of brain cancer. No evidence of harm has been established to date.
Nonetheless, NHS advice is that children under the age of 16 should use mobile phones only for essential purposes and, where possible, with hands-free kits.
Informed choices
The theory has been put forward that children's brains may be more susceptible because they are still developing.
This research - led by Imperial College London - will put that idea to the test by asking children and their parents about their use of mobile phones and wireless devices, such as tablets, as well as analysing data from operators.
The 11-12 age group is particularly important as many children get mobiles at that age to coincide with starting secondary school. Some 70% of that age group now own a mobile.
Lead investigator Dr Mireille Toledano said: "The advice to parents is based on the precautionary principle given in absence of available evidence and not because we have evidence of any harmful effects.
"As mobile phones are a new and widespread technology central to our lives, carrying out the study is important in order to provide the evidence base with which to inform policy and through which parents and their children can make informed life choices."
The researchers will now be writing to 160 secondary schools in the outer London area asking pupils to take part.

Health providers can't find, keep IT staff
Many hospitals don't expect any immediate ROI on their investments in electronic health systems

NEW ORLEANS -- Under pressure from federal regulators to implement electronic health systems, healthcare providers are struggling to find and keep a technology staff in what is the fastest growing IT sector in the U.S.
A Healthcare Information and Management Systems (HIMSS) survey of 298 senior IT executives at healthcare firms found that 21% fear they won't be able to find the tech staff needed to complete an e-health system, including a massive, new medical coding system to be deployed on new mobile technologies.
The results were announced at the HIMSS 2013 conference held here this week.
It was the second year in a row that respondents to an HIMSS survey listed staffing as the biggest barrier to implementing systems that meet new U.S. healthcare technology requirements.
Thirty-seven percent of respondents indicated that healthcare reform is the No. 1 business issue for them.
Other major barriers to implementing e-health systems were a lack of adequate financial support (15%), the inability of vendors to deliver needed products (13%), and difficulty in end-user acceptance (7%).
The survey found that 51% of respondents plan to increase IT staff in the next year, mostly personnel that can build clinical applications, such as computer physician order entry systems and electronic health records (EHR) systems. Staffers are also needed to build clinical applications (ICT34%) and network and architecture support (21%).
Eighteen percent of respondents said clinical informatics expertise is their biggest need, and another 18% cited IT security knowledge.
Rounding out the top 10 were the need for staff for system integration tasks (14%), process/workflow, PC/server support and clinical transformation (each cited by 12% of respondents), and database administration, help desk and user training (each with 10%).
"We lost a fair amount of our IT staff because of the expertise they have," said Milisa Rizer, chief medical officer for Ohio State University. "Our leadership has been really great at looking at incentive packages because they've become such a valuable commodity to us."
Along with money, one of the most popular incentives for IT staff to stay on is workplace flexibility, or letting people work from home whenever possible. Rizer said a survey of Ohio State IT employees found that they're happier than IT staff prohibited from working at home.
Employees are more likely to stay on the job when there are opportunities to move into managerial and project-focused positions, Rizer said.
Mike Rozmus, CIO of Rockingham Memorial Hospital in Harrisonburg, Va., said his organization has been reaching out to local universities to recruit young talent.
Rozmus has also shifted his processes for training physicians, nurses and other staff from classroom and computer training to more hands-on assistance.
"We've learned a lot over the last five years about how to deploy technology initiatives. We've found that you can't just give them technology and expect them to be successful," Rozmus said. "We know we have to provide at-the-elbow support so that the frustration level of the clinicians is taken out at the early stages. We're really investing more in that than ever before."
Many HIMSS survey respondents don't expect a return on investments made to deploy EHRs that will allow them to aggregate patient data and streamline workflow.
For example, EHRs in the largest hospital systems can cost more than $10 million dollars to implement, and 30% of respondents expect the ROI to be less than $2 million. Twenty-three percent expect a $2 million to $3 million return, 16% see a return of between $4 and $5 million, and 3% expect an ROI of $6 million to $7 million. Only 7% of respondents expect a return of $10 million or more.
By contrast, the level of investment made for stage one of meaningful use ranged from under $250,000 for 14% of those surveyed to $10 million to $19 million for 6% of respondents. The greatest number of IT executives -- 17% -- said their companies have to spend $1 million to $2 million to achieve stage one of meaningful use while 11% expect to spend $3 million to $4 million.
The U.S. Centers for Medicare & Medicaid Services (CMS) has to date dispensed more than $7.7B in reimbursement payments to more than 307,000 healthcare professionals and 4,000 hospitals deploying EHRs under government guidelines.
The federal government requires that healthcare facilities eventually achieve three stages of meaningful use of EHRs over the next five years.
To date, Stages 1 and 2 of the meaningful use criteria have been defined by the U.S. Office of the National Coordinator of Health IT (ONC), meaning healthcare providers can be certified for compliance.
The total cost for the EMR incentive program is expected to hit $22.5 billion over the next decade, according to the latest estimate of the U.S. Office of Management and Budget.
Physicians and other qualified healthcare workers can receive up to $44,000 apiece in incentive payments while hospitals are eligible for base payments of $2 million a year.
Over the past few years, the focus for spending on healthcare IT has also shifted from deploying EHRs to implementing the World Health organization's ICD-10 classification system.
The move from ICD-9 to ICD-10 calls for replacing about 15,000 codes with approximately 68,000 new ones. It comes at a time when care providers are already under the gun with regulatory and mobile initiatives.
Stephen Fanning, vice president of healthcare industry strategy for CRM and ERP vendor Infor, said an aging IT workforce at the same time the healthcare industry is under the gun to implement ICD-10 code standards by October 2014 could affect productivity.
"We're concerned with ... a 30% loss in productivity as you make the transition [to ICD-10] in addition to an aging workforce where some of those skilled laborers in coding are deciding to retire," Fanning said.

CCC Faculty Integration Incentives for Health Workforce Curriculum Modules
The Health Workforce Initiative (California
Community College Chancellor’s Office Economic and Workforce Development
Program) in collaboration with the UC Davis eHealth Broadband Adoption Project
is excited to announce the availability of curriculum modules for inclusion
into existing community college nursing, medical assisting, and computer
science courses.
The curriculum modules are available for download at www.ca-hwi.org under the Broadband Curric. Tab. There are currently 12 of the 20 modules available to download. The additional modules are in the final phase of review and will be available in the upcoming weeks.
The Broadband Curriculum Stipend Form is also accessible on the same webpage. Faculty will be eligible to receive curriculum integration stipends of $200-250 for each module used in a community college course. Information required on the stipend form is minimal and will include course title/section number, date of class in which the module was taught, and number of students.

Health care spending in the United States is estimated to grow at the rate of 7.3% per year. (More information). This amount will reach $2.9 trillion dollars by 2011 (around 17% of the GDP). Information technology, i.e., health care informatics, plays a very important role in all aspects of the health care enterprise, and is crucial to reducing the health care costs. We use the term "health care informatics" for all software aspects of the healthcare enterprise: health information technology, modeling and simulation, bioinformatics, medical devices integration, and bioimaging. In this talk, I will discuss our work on health care informatics, focusing on: 1) Testing the nationwide health information network; 2) Medical device interoperability; 3) Systems biology/medicine, with a focus on protein-protein interaction; and 4) Medical/bioimaging.
