NSF Alliance for Innovation Grant Opportunities




Dear colleagues,

We are pleased to introduce the Alliance for Innovation—a program funded by the National Science Foundation designed to help California Community College STEM students engage in hands-on research that increases economic competitiveness and prepares students for the workforce.

Sub-grants of up to $30,000 are available to teams of community college faculty and students interested in partnering with NSF-funded small business. Projects will assist NSF-funded small business in the commercialization of innovative research. Visit our website, nsf.foundationcccc.org, to see a list of sample projects.

NSF supplemental funding is designed to foster deeper partnerships between community colleges and the small business community while increasing participation of underrepresented groups in both academic and small business research through encouraging careers in STEM fields. The grant is the result of a collaboration between the NSF's Division of Industrial Innovation, the Alliance’s Small Business Innovation Research (SBIR) and Small Business Technology Transfer (SBTT) programs, and the Division of Undergraduate Education.

Advancing STEM Research and Student Opportunities
The Alliance for Innovation program, which is administered by the Foundation for California Community Colleges (Foundation), is assisting faculty and student research teams in connecting with businesses in their community that are engaged in innovative research and want to support undergraduate STEM studies. California Community College research teams have the opportunity to engage in hands-on research with small businesses working on NSF-funded projects.

The 4 Properties of Powerful Teachers

Even if you weren’t born with some of these qualities, you can develop them

American higher education seems to be experiencing a kind of teaching renaissance. Articles on the subject proliferate on this site and others, suggesting a renewed interest and commitment to the subject across academe.

As a faculty member for almost 30 years, I have been inspired and motivated by all of the online chatter. It’s made me think about the great teachers I’ve known — and I’ve known many, from kindergarten through graduate school and beyond. Several taught in my department when I served as chair, and I had the pleasure of observing them at work.

Those experiences have led me to conclude that, when we boil down all the metrics, we’re left with four qualities that all powerful teachers possess. I’m not just talking about adequate, effective, or even good teachers. I’m talking about the ones who most move us, who have made the most difference in our lives, and whom we most wish to emulate. Perhaps we can’t all be that kind of teacher, but I suspect many of us at least aspire to be.

So what makes those teachers so great?

Personality. Nearly all of the great teachers I’ve watched in action have similar personality traits. To some degree, teaching is an ability, and just like musical or athletic ability, some people seem to have more of it than others. At the same time, just because you’ll never play the Hollywood Bowl doesn’t mean you can’t do wedding gigs with your garage band. If you weren’t born with the personality traits of a great teacher, you can still work to develop some of those traits.

Just what are those traits? Here are some I’ve identified, and you could probably add to this list: Great teachers tend to be good-natured and approachable, as opposed to sour or foreboding; professional without being aloof; funny (even if they’re not stand-up comedians), perhaps because they don’t take themselves or their subject matter too seriously; demanding without being unkind; comfortable in their own skin (without being in love with the sound of their own voices); natural (they make teaching look easy even though we all know it isn’t); and tremendously creative, and always willing to entertain new ideas or try new things, sometimes even on the fly.

If none of the above describe you, and you’re afraid that means you’ll never be a great teacher — well, maybe you’re right. Or you can work to develop some of those traits and become a much better teacher than you are now. And if you’re fortunate enough to possess several of those traits already — as I suspect is the case with many who choose this profession — then you can still work hard to fine-tune those qualities.

Presence. What I mean by that, in part, is the unmistakable capacity some people have to "own" any room. We might call it charisma, but it’s more than that. It’s the ability to appear completely at ease, even in command, despite being the focal point of dozens (or even hundreds) of people. To some extent, this aspect of presence is something you’re either born with or not, although I would also argue that owning the room is an ability people can develop over time.

But that isn’t the only relevant meaning of the word "presence" in the context of great teaching. In his recent essay, "Waiting for Us to Notice Them," James Lang talked about what he called "a pedagogy of presence." He argued that, just as we are sometimes disengaged in our interpersonal relationships, so, too, can we become disengaged in the classroom — simply going through the motions and barely acknowledging students at all.

Yet the best teachers, as Lang concluded, are always "present" — fully in the moment, connecting with both their subject matter and their students. That’s a type of presence to which we can all aspire, whether or not we’re born with great charisma. All it takes is a degree of self-awareness, a little concentration, and a fair amount of determination.

Preparation. Speaking of determination, something else all teachers can do, regardless of their natural gifts, is prepare meticulously. Knowing what you’re talking about can compensate for a number of other deficiencies, such as wearing mismatched socks, telling lame jokes, or not having an Instagram account. Preparation occurs on three levels: long-term, medium-term, and short-term.

Most of faculty members have already accomplished the necessary long-term preparation by virtue of your advanced degrees. That preparation will serve you well, and be your primary source of authority, from your first day in the classroom until your last.

In between, you must continue your education on a regular basis — by reading extensively in your field, attending conferences and seminars, conducting and presenting your own research, and remaining a practitioner of your art or science. You must also continue to learn and grow as a teacher by exploring new advances in pedagogy and technology that can help you in the classroom.

And in the short term, to be a powerful teacher you must go into every single class meeting as prepared as you can be, given the time you have. That means more than just reviewing your notes or PowerPoint slides. It involves constantly reassessing what you do in the classroom, abandoning those strategies that haven’t proved effective, or are just outdated, and trying new ones. It means being so familiar with your subject matter that you can talk about it off the cuff.

Some of that will come with time, as your level of familiarity with your subject will naturally increase the more you teach it. Then again, just because you’ve been teaching a course for 15 or 20 years doesn’t mean you shouldn’t approach it each term as if for the first time. It’s that level of preparation that allows great teachers to make it all look so easy.

Passion. Of all the qualities that characterize great teachers, this is the most important, by far. The Beatles famously sang, "All you need is love," and while in teaching that might not be entirely accurate, it is true that a little passion goes a long way. Or as St. Peter put it, love certainly "covers a multitude of sins."

Passion, or love, manifests itself in the classroom in two ways: love for students and love for your subject matter.

I’m always amazed, and more than a little puzzled, at how many of my colleagues don’t seem to like students very much. Those faculty members are the ones who always buttonhole you in the hallway to talk about how irresponsible and disrespectful their students are; who take great delight in pointing out students’ deficiencies or constantly regale you with examples of (supposedly) stupid things students have said or done; who are always tsk-tsking about "kids today."

I sometimes want to say, "If you dislike students so much, why are you in this business? Why in the world would you want to spend so much of your time with a bunch of people you find so disagreeable?"

Don’t think, by the way, that students don’t pick up on the disdain. They absolutely do. And my experience with evaluating faculty members over the years suggests that the teachers who are most widely disliked are the ones who most dislike students. Conversely, the faculty members who seem to love teaching and love (or at least really like) students are the ones who are the most popular and, I believe, the most effective.

You also have to love your subject matter. Students might not even like a course at first, especially if it’s one they’re required to take, but a teacher’s passion for the subject can be extremely infectious.

Love of your field is probably a reason you became a teacher. But it may be that, after teaching the same thing year after year, you’re beginning to get a little burned out. That’s where preparation comes in. Perhaps becoming re-engaged with your field is just the spark your teaching needs to reignite the passion. Or maybe it’s time to switch things up — bring in new reading assignments, try out some new technology, add a new in-class activity.

The point is that teaching is, in a way, like a relationship. You have to work hard sometimes to keep the passion alive, and yet it’s vital that you do so. And if you don’t, students pick up on that, too. If what you’re covering in class every day seems to bore you, how do you expect them to be interested?

Maybe teaching just comes naturally to you. But even if it doesn’t, you can still have a powerful impact on students. By learning what great teachers do and how they do it, and then applying those lessons in your own classroom, you could become one of the "greats," too. With apologies to Lady Gaga, your students will never know if you were born that way or not.

The On-Demand Economy and the Global Skills Gap

The world is changing at an unprecedented pace. The Internet and related technological advancements are transforming businesses, industries, government administration, and nearly every aspect of our daily lives. And while the spread of personal computers took decades, cell phones, and now smartphones, have proliferated over just a few years.

Today, the majority of the world's population uses a cell phone. In addition, what is known as the "internet of things" is connecting us to our appliances, our cars, and our buildings through wireless artificial intelligence. This has major implications for our economy, as automatization boosts efficiency and productivity while displacing workers from traditional industries.

It has also led to the expansion of the so-called "sharing economy," which is a boon for consumers but which disrupts old forms of employment. Uber challenges taxi unions, Airbnb undercuts the hotel industry, ZipCar undermines car rental agencies, and Netflix-style streaming services shake up the dominant television and film producers and cable-bundlers. While there is still much to explain from a sociological point of view about how we have come to trust each other to provide such services without the benefit of a credible brand or company, it is clear that we are increasingly acting as our own little corporations.

The impact on labor markets -- and thus the type of education and training necessary for success -- has yet to be fully understood. But we know that the conventional contract between worker and employer has all but broken down. Corporations can no longer offer the type of life-long job security they once did, and as a result young workers will likely change jobs more than a dozen times in the course of their career. Nearly a third of U.S. workers are already mobile, and the consulting firm Pricewaterhouse Coopers (PwC) estimates that by 2020 global worker mobility will increase by 50 percent.

As a result, the competition for talent is everywhere more intense, even as the future of work is more uncertain. A student in Brazil is competing with students in Singapore or Morocco.

At the same time, companies are finding it harder to find the kind of advanced talent they need for their high-tech, globally oriented businesses. PwC research also found that nearly two-thirds (63 percent) of global CEOs worry about not being able to find employees with the necessary skills and innovative mindset to fill their open positions. McKinsey estimates that there will be a shortfall of some 85 million qualified workers by 2020.

Here is where the rise of freelancing and the sharing economy, often using smartphone apps as platforms, comes into play. Fifty-three million Americans -- 34 percent of the labor force -- are now doing some freelancing, and the number is quickly growing. As The Economist points out, this increasing informality will "challenge many of the fundamental assumptions of 20th Century capitalism."

In particular, it challenges the original rationale of grouping workers into firms in the first place. Bringing economic activity under the umbrella of large companies reduced transaction costs, overcame coordination problems inherent to industrial production, and connected supply with demand. But now, anyone with a smartphone can offer their goods and services to potential customers around the world at the swipe of a finger. (Companies too benefit, as they are able to contract out routine data entry and other menial work to freelancers and thus focus on their core competencies.)

But this type of connectivity is not so much the benign-sounding "sharing economy" as it is a process of "ruthlessly optimizing everything around us and delivering it at the touch of a button," writes TIME's Joel Klein in a recent piece. And meanwhile, our public policy has fallen behind the times, with labor markets regulated and structured for a much different economy -- one based on job security, generous pensions, and employer-provided benefits.

All of these trends taken together -- connectivity, mobile entrepreneurship, the breakdown of traditional corporate relationships, and the global skills gap -- means that our students face unexpected pressures as well as unimagined opportunities. They will have to adopt innovative, problem-solving mindsets, and prepare themselves for a life full of negotiating constant career shifts.

This is a tall order for our outdated education systems, and those students who fall behind will struggle to compete with an international labor pool. But those schools, cities, states, and countries that can adapt to the on-demand economy can reap the rewards of growing productivity and technological advancement.

Digital Technologies Will Soon Add $1 Trillion-Plus To Global Economy

The increased use of digital technologies could add $1.36 trillion to total global economic output in 2020, according to a recent study by Accenture and Oxford Economics. This may be only a fraction of a percent of the total global gross world product (currently sized at about $87 trillion), but it’s a substantial contribution to growth. To put it in perspective, moving forward full-force with digital would add an economy the size of South Korea to the global market (current GDP at $1.3 trillion).

The growth spurred by digital will occur across all countries and regions, and contribute even greater gains in emerging markets. Accenture and Oxford calculate a 10-point improvement in digital density (on a 100-point scale) over five years would lift GDP growth rates in advanced economies by 0.25 percentage points, and by 0.5 percentage point in emerging economies. The United States alone would see a GDP uplift of at least $365 billion in 2020. Emerging economies, such as Brazil, India and China could see rises of between $97 billion and $418 billion.

Accenture and Oxford define digital through a variety of initiatives, including the volume of transactions conducted online, the use of cloud or other technologies to streamline processes, the pervasiveness of technology skills in a company, or an economy’s acceptance of new digitally driven business models. Going digital means organizations place “digital at the heart of their strategy and enterprise to transform every part of their operations, including R&D, supply chains, and the use of cloud, analytics and CRM technologies.”

What this tells us is the digital phenomenon has legs, and promises to deliver real gains to companies and countries alike, beyond the hype and buzz. Digital engagements are delivering value on several levels. Here is the progression of changes digital promises to deliver:
  • Increased efficiency and energy savings, as manual, duplicated or calcified processes are replaced with software-defined and analytics-driven processes.
  • Increased market responsiveness, with businesses able to respond to consumer demand through social media, and anticipate future trends through analytics.
  • Higher levels of collaboration, as members of organizations are able to work together and share information with each other almost instantaneously, as well as with customers.
  • Greater innovation, as businesses have greater access to pools of knowledge and resources outside their walls.
  • More entrepreneurial energy and opportunity, as teams or individuals are able to take advantage of an abundance of cloud and social media resources to launch new businesses or business lines with minimal startup capital required.
What’s key about digital is that it is far more than simply automating and optimizing processes — which is merely the first step. In its ultimate form, the digital economy means upending older, established and calcified business models. For example, Uber is simply an app company that brokers multiple resources across a network; it owns no vehicles and does not directly hire and pay drivers as a cab or limousine company would. Expect to see many Ubers emerge across various industries. And, importantly, there’s no reason why existing companies can’t employ digital to spur similar disruptions within their own sectors.

Organizations have to be ready for — and embracing of — digital disruption, of course. And many aren’t. They may have corporate cultures that don’t reward, or even discourage, innovative behavior. They may have issues with going to their shareholders to state that they are throwing away established high-margin business lines to adopt lower-margin digital business models. They may find it difficult to re-imagine themselves as digital, softtware-centric and data-centric enterprises. They may also have skills issues with finding or competing for the talent that can help them make the move to digital. They may not have an IT infrastructure capable of handling huge quantities of data.

While the Accenture-Oxford report is quite optimistic, it’s notable that it qualifies these numbers with the word “could” — as in, “increased use of digital technology could add as much as US$1.36 trillion.” What’s at issue? A lack of collaboration between business and government may hold back these potential gains, the report states. Accenture and Oxford urge governments not to get in the way, but to encourage digital entrepreneurship, as well as providing help with innovation and skills training. “Although infrastructure, such as super-broadband and mobile broadband remain important to digital growth, governments should also focus on making it easier for entrepreneurs to use digital technologies to launch businesses, streamlining the regulatory environment, finding innovative ways to create the right skills in the workforce, and supporting trust and confidence in citizens and business.”

What’s telling about Accenture and Oxford’s analysis is the acknowledgement that looking at digital as just another IT tool will not take things far enough. As the report’s authors observe, organizations need to transform their operations to compete in digital environments, rather than “simply automating key business processes to boost efficiency and productivity.” That’s where most of that additional $1.4 trillion will come from.

Julian Nagler from Facebook's Information Security team here. Over the past year we've made a dedicated effort to support existing organizations making an impact in educating students on the skill sets needed to succeed in information security careers. 

We see first hand how the shortage of qualified talent in the infosec field is negatively impacting the industry, and the safety of the internet at large. We're committed to doing whatever is within our power to change this reality. 

In addition to the other work we do, we've found great value in speaking face to face with students across the country as we've supported and participated in various events. We'd like to broaden the scope of this engagement to reach as many students as possible.

Cybersecurity has a talent shortage

WASHINGTON—The cybersecurity industry is grappling with a new threat: hiring.

Information security experts and executives said the fast-growing cybersecurity field is facing a scarce talent pool, with thousands of positions to fill as demand grows.

“It is pretty much impossible to hire folks within the indicated backgrounds,” said Alex Stamos, Yahoo’s chief information officer and a world-renowned cybersecurity expert. “There are maybe four or five thousand people in North America I can hire right now who have the technical skills keen to us.”

Stamos is one of many U.S. security professionals having trouble hiring people as cyberattacks and data breaches continues to increase. A recent independent survey by the Ponemon Institute, sponsored by IBM, showed that personal information of almost half of the nation’s adults—110 million Americans—was hacked in 2014.

Add to that this data point: The Bureau of Labor Statistics has projected the demand for information security analysts will increase by 37 percent between 2012 and 2022. There will be approximately 100,000 more jobs available in the field of cybersecurity seven years from now, according to the bureau’s Occupational Outlook Handbook.

The demand for information security professionals is quickly exceeding the number of people who are capable of doing the job, said Peter W. Singer, former director of the Center for 21st Century Security and Intelligence at Brookings Institute and a strategist at the New America Foundation, a public policy institute.

“We don’t have enough expertise in the right places now,” said Singer, co-author of a recent book “Cybersecurity and Cyberwar”. “We often frame cybersecurity as a technology problem. It is a human problem.”

While there isn’t a single best solution to a complex shortage of candidates, Singer said, education should be a top priority in meeting anticipated needs.

Many experts and policymakers also see institutional reform as a place to start.

“We need to invest in cyber education, and there’s no such thing as ‘too early’ when it comes to exposing our young people to [cybersecurity] and training them in this field,” said Rep. Jim Langevin, D-R.I., congressional cybersecurity caucus co-chair and a former member of the Homeland Security Committee.

“Cybersecurity should be a universal concentration option for computer science and information technology programs at the collegiate level. It is an important specialty and one with tremendous growth potential,” Langevin said.

Scott Borg, a leading expert in cybersecurity economics and CEO of the nonprofit research institute U.S. Cyber Consequences Unit, said there are many challenges in building an effective academic program.

“To do cybersecurity well you need two kinds of qualities that we don’t know how to train for,” Borg said. “We don’t know how to train them to move across many disciplines, many different technical areas. We also don’t know how to train people to think like hackers or think outside the box.”

Some professionals in academia are working on these challenges.

A successful program needs to address all aspects of cyber infrastructure, said Vijay Anand, cybersecurity program director at Southeast Missouri State University and a former senior software engineer at Motorola.

“Typically security education is done in either the computer science program or the computer engineering program or electrical engineering program with focus in very specific topics,” said Anand who built the university’s cyber curriculum from scratch a few years ago. “In this program what they have done is they have put all the different topics that are critical to security infrastructure or cyber infrastructure and try to add all those concepts into the program.”

Currently the fastest growing program at the university, the department has about 100 students who are learning topics ranging from encryption coding and data analysis to risk assessment and organizational cybersecurity strategy planning. In addition to hands-on field studies, students are also advised by industry experts.

“We want to educate everybody about the need for security and the basic construct of security,” Anand said. “We are working to create a course that everybody can take and at least develop some basic understanding of cybersecurity.”

Looking ahead, the role of government is crucial, said Steve Santorelli, director of intelligence and outreach at Team Cymru, Inc., a nonprofit Internet security research firm.

“There are programs to boost specialist detectives pay, programs to enable internships in
government programs and identify top talent to support in tertiary education,” Santorelli said.

In many cases, the mission-driven work in the government also serves as the best training field for the top cybersecurity professionals, said Suzanne E. Spaulding, under secretary for the National Protection and Programs Directorate at the Department of Homeland Security.

“We will take them when they first graduate,” Spaulding said. “We will give them that first on-the-job training. I think at some point at the end of their career, they will miss their mission and they will come back.”

With coordinated efforts across different fields and sectors, Yahoo’s Stamos believe he will soon have a large pool of highly qualified candidates to choose from.

“With a little bit of incentive and determination you can see that done and you can see more cybersecurity experts and cybersecurity excellence,” Stamos said.

President Obama Announces Multi-Sector Effort and Call to Action to Give Americans Pathways to Well-Paying Technology Jobs; Makes Available $100 Million in Grants
The President and his Administration are focused on promoting middle class economics to ensure that all Americans can contribute to and benefit from our American resurgence. Part of that effort requires empowering every American with the education and training they need to earn higher wages. Today’s announcement is the latest part of that effort: In his remarks to the National League of Cities, the President will announce his TechHire initiative, including a new campaign to work with communities to get more Americans rapidly trained for well-paying technology jobs.
Middle class economics has driven the President from day one, and it is what has fueled our comeback. On Friday, we learned that our economy created nearly 300,000 new jobs in February. American businesses have now added more than 200,000 jobs a month for the past 12 months, the longest streak of job creation at that pace in 37 years. All told, over the past five years, our businesses have created 12 million new jobs.
While we are seeing an economic resurgence, the President has made clear that there is still work left to do. America has about 5 million open jobs today, more than at any point since 2001. Over half a million of those job openings are in information technology fields like software development, network administration, and cybersecurity- many of which did not even exist just a decade ago. The average salary in a job that requires information technology (IT) skills – whether in manufacturing, advertising, retail or banking – is 50 percent higher than the average private-sector American job. Helping more Americans train and connect to these jobs is a key element of the President’s middle-class economics agenda.
As part of that agenda, TechHire is a bold multi-sector effort and call to action to empower Americans with the skills they need, through universities and community colleges but also nontraditional approaches like “coding bootcamps,” and high-quality online courses that can rapidly train workers for a well-paying job, often in just a few months. Employers across the United States are in critical need of talent with these skills. Many of these programs do not require a four-year degree. Key elements of the initiative include:
  • Over twenty forward-leaning communities are committing to take action – working with each other and with national employers – to expand access to tech jobs. To kick off TechHire, 20 regions, with over 120,000 open technology jobs and more than 300 employer partners in need of this workforce, are announcing plans to work together to new ways to recruit and place applicants based on their actual skills and to create more fast track tech training opportunities. The President is challenging other communities across the country to follow their lead.
  • $100 million in new Federal investments to train and connect more workers to a good job in technology and other in-demand fields. The Administration will launch a $100 million H-1B grant competition by the Department of Labor to support innovative approaches to training and successfully employing low-skill individuals with barriers to training and employment including those with child care responsibilities, people with disabilities, disconnected youth, and limited English proficient workers, among others. This grant competition will support the scaling up of evidence-based strategies such as accelerated learning, work-based learning, and Registered Apprenticeships.
  • Private sector boosts tools and resources to support and expand continued innovation in technology training, with a focus on reaching under-served populations. Private sector leaders are announcing commitments to provide free training through online training slots and expanding “coding bootcamps” – which provide intensive training for well-paying jobs, often in the course of just a few months – to low-income and underserved Americans including women, minorities, and veterans across the nation. National organizations are committing to work with interested cities to share job and skills information, job-matching tools, and other resources to help support the growth, adoption, and creation of promising practices across the United States.
Details on the Tech Hire Initiative
The TechHire initiative builds on work communities like Louisville, St. Louis, Philadelphia, New York City and the State of Delaware are doing to connect more Americans to well-paying technology jobs through a potent combination of new tools and training models:
Over twenty forward-leaning communities are committing to take action – with each other and with national employers – to expand access to tech jobs: The TechHire initiative will achieve its goals by connecting communities together so promising ideas happening in one community can be rapidly adopted by other regions. Today, 21 communities are stepping up and responding to the President’s call-to-action, including:

Building on the promising work already underway in their communities, they are all committing to three actions:
  • Using data and innovative hiring practices to expand openness to non-traditional hiring: Having a data-driven assessment of employer demand is critical to building a successful regional strategy. Communities are committing to work with employers to build robust data on where they have greatest needs and what skills they are looking for; communities will work with employers to build willingness to hire from both nontraditional and traditional training programs; and communities will work with employers to review -and upgrade -their recruiting and hiring practices to enable non-traditional hiring.
     
  • Expanding models for training that prepare students in months, not years: Communities will recruit, incubate and expand accelerated tech learning programs – such as coding bootcamps and innovative online training – which enable interested non-tech-experienced students to gain coding skills in months, not years. These new models also have potential to reaching to a broader set of students than have traditionally chosen to pursue tech careers. These new training programs can be run both independently or embedded as part of a local community college or university education offering.
     
  • Active local leadership to connect people to jobs with hiring on ramp programs: Communities will build local strategies and partnerships to connect people to jobs, with steps ranging from investing in and working with industry-trusted organizations, which will vouch for those who have the skills to do the job but who may lack the typical profile of degrees and career experience. They will host local tech community gatherings with engaged employers, attract new non-traditional training providers to their regions, and bring visibility to existing local activities such as tech meet-ups, startup co-working spaces or startup-weekends - which are already in place in most middle-size cities or encouraging the founding of these groups if they are not available locally.
The Administration is encouraging more communities and employers to follow in their lead with similar innovative strategies to advance these goals.
Examples of TechHire Community Commitments
  • St. Louis, MO. A network of over 150 employers in St. Louis’ rapidly expanding innovation ecosystem will build on a successful Mastercard pilot to partner with local non-profit Launchcode, to build the skills of women and underrepresented minorities for tech jobs, and will also place 250 apprentices in jobs in 2015 at employers like Monsanto, CitiBank, Enterprise Rent-a-Car, and Anheuser Busch.
  • New York City, NY. With employers including Microsoft, Verizon, Goldman Sachs, Google, and Facebook, the Tech Talent Pipeline is announcing new commitments to prepare college students in the City University of New York (CUNY) system for and connect them to paid internship opportunities at local tech companies. NYC will also expand successful models like the NYC Web Development Fellowship serving 18-26 year olds without a college degree in partnership with the Flatiron School.
  • State of Delaware. The new Delaware TechHire initiative is committing to training entry-level developers in a new accelerated coding bootcamp and Java and .Net accelerated community college programs giving financial institutions and healthcare employers, throughout the state, access to a new cohort of skilled software talent in a matter of months. Capital One, Bank of America, Christiana Care and others are committing to placing people trained in these programs this year.
  • Louisville, KY. Louisville has convened over 20 IT employers as part of the Code Louisville initiative to train and place new software developers, including Glowtouch, Appriss, Humana, Zirmed, and Indatus. Louisville will build on this work in support of the TechHire Initiative: the city will recruit a high-quality coding bootcamp to Louisville and establish a new partnership between Code Louisville and local degree granting institutions to further standardize employer recognition of software development skillsets.
A $100 million competition for innovative approaches to connect Americans with disabilities, disconnected youth, and others to the fastest path to a good job in technology and other in-demand fields.
Today the Administration is announcing its commitment to make $100 million available through the Department of Labor to support innovative approaches to moving lower skilled workers with barriers to training and employment on the fastest paths to well-paying information technology and high growth jobs in industries like healthcare, advanced manufacturing, financial services and other in-demand sectors. The grant will focus on providing workers the skills for a pathway to the middle class while providing employers with the skilled technology workers need to grow and expand. This grant will serve people with barriers to accessing training including people with childcare responsibilities, people with disabilities, people with limited English proficiency, and disconnected youth, among others. It will serve both unemployed and low skilled front line workers.
Grants will pilot and scale innovative partnerships between employers, workforce boards, training institutions, non-profit organizations, and cities and states across the country. These partnerships will support the implementation of job-driven training strategies to help workers complete basic and technical skills training using evidence-based strategies such as accelerated learning, work-based learning and Registered Apprenticeships. A solicitation for applications for these partnerships will be available this fall and awards will be made next year. These grants will be financed by a user fee paid by employers to bring foreign workers into the United States under the H-1B nonimmigrant visa program.
Private sector leaders are announcing tools and resources to scale continued innovation in technology training, with a focus on reaching under-served populations.
Expanding accelerated models for training in months not years:
  • A group of 10 bootcamps are jointly announcing a shared, third-party validated format for annually publishing completion and employment outcomes to help continue to drive innovation in the bootcamp model.
  • The accelerated training providers Dev Bootcamp, Hack Reactor, Microsoft, Treehouse Island, Inc., andUdacity will all be expanding free or discounted training slots for underserved communities and individuals.
  • General Assembly will work with community colleges, other training providers, and employers with the aim of further standardizing web development training
    .
  • Flatiron School, Hackbright Academy, and Rural Sourcing are announcing they will provide pro bono consulting to help interested communities expand and improve training.
  • Cisco will provide select individuals interested in career opportunities in IT with free access to online IT networking skills including hundreds of online training assets.
Support for local leaders:
  • Opportunity@Work, a national civic enterprise that is launching at New America today, will aim to connect policy to action and will collaborate with private and philanthropic partners to create freely available tools to scale-up employer commitments to inclusive hiring practices, to facilitate a nationwide learning network for communities, and to create new financing to help lower-income Americans be trained and placed into technology jobs.
  • Capital One, through its FutureEdge initiative, a $150 million effort that will help increase tech skills and hiring, will collaborate with Opportunity@Work to provide support tailored to the needs of communities.
  • #YesWeCode commits to delivering $10 million in scholarships for 2,000 underserved minorities across the nation, to attend coding bootcamps over the next ten years.
Using data and innovative hiring practices to expand hiring to include non-traditional training paths:
  • CEB will develop their own best practices playbook for employers with guidance to private and public employers on how to recruit tech talent from non-traditional sources.
  • LinkedIn will provide free data about the supply and demand of IT skills to communities to help them identify shortages and focus training resources on skills most in-demand.
  • Knack will for the first time make its aptitude test technology available free of charge to employers, communities, and accelerated training providers that are launching inclusive training and hiring campaigns aimed at underserved minorities, women, and veterans.

The President’s Agenda to Create Pathways to the Middle-Class Through High-Quality, Job-Driven Training. TechHire is part of the President’s broader agenda to invest in job-driven training:
  • Vice-President Biden’s Job-Driven Training Review. The President’s TechHire initiative builds on the job-driven training review that the President asked the Vice President to lead in the 2013 State of the Union. Amongst other findings, the Vice President’s review identified information technology generally and cybersecurity in particular as an emerging area of growth that requires job-driven training strategies to meet business needs and provide more workers with a path to the middle class.
  • VA Accelerated Learning Competition. To ensure that Veterans can take full advantage of innovative learning models, VA will apply $10M in innovation funding to leverage accelerated learning and test its effectiveness for transitioning Servicemembers and Veterans over the next two years. VA will concentrate this initiative in communities where conditions are conducive for VA to provide industry-specific and place-based support to Veterans and transitioning Servicemembers
  • American Apprenticeship Grant Competition. Last year, DOL opened a $100 million competition to spur partnerships between employers, labor, training providers, and local governments to expand apprenticeships into high-growth fields like information technology and scale models that work. The deadline for this application is April 30, 2015, and more information is available at the Grants.gov application page.
  • Information Technology Industry-Credentialing partnerships. The President’s FY2016 budget proposes $300 million to fund IT jobs partnerships between regional employers to develop and adopt assessments and credentials that will give more people the chance to qualify for a better, higher-paying tech job regardless of their pedigree.

130 Attend First Strong Workforce Town Hall

If Tuesday's turnout for the first Town Hall of the Task Force on Workforce, Job Creation and a Strong Economy, held in Fresno, is any indication then the desire for a strong workforce in California is very, very high.

The California Community Colleges commissioned the Task Force to address ways that California can address the skills gap that exists in the state's economy. About 1-million middle skilled workers are needed--and business leaders are looking for answers.

As California Community College Vice Chancellor Van Ton-Quinlivan said after the session the desire and the urgency for change expressed among business leaders shows the Task Force's mission is timely.

"The 130 people who attended the Town Hall and their comments affirm the direction of the community colleges and the vital role we play in jobs and the economy," Ton-Quinlivan said.

Business leaders, especially among the Central Valley's agriculture and manufacturing sectors joined some educators and other community leaders at the session.

Overwhelmingly they identified two areas of need:

1. The Community Colleges need to deepen relationships with employers by sector.

2. There needs to be more work developing work-based learning in partnership with Career Technical Education.

The two-hour session unearthed plenty of discussion and a lot of ideas. One theme often heard was the idea of "portability".

West Hills Community College President Carole Goldsmith drew more than a few chuckles when she said, "You know, California is a little fragmented." She stressed that there are many good workforce programs already underway in California's vast community college system.

"One good curriculum developed at any community college should be easier to import to other schools," Goldsmith said. You could almost hear the heads nodding in agreement.

The audience had outstanding representation from the manufacturing sector. The meeting was held at Betts Company in Fresno and company president Mike Betts pointed out that manufacturing really "turned out" for the event.

The lack of a skilled workforce in manufacturing is problematic in California, which may explain some of the robust turnout. How to introduce manufacturing earlier to students--even while they are still in high school--drew quite a bit of discussion.

Rebecca Bettencourt, the Project Manager for Corporate Training at E&J Gallo, flatly asserted that their work begins in high schools.

The ideas were flowing like the wine that Gallo produces and one expects that will be the case as other Town Hall meetings are convened around the state. Four more are scheduled:

Faculty Leaders Inform Task Force
At the kick off meeting of the Board of Governors Task Force on Workforce, Job Creation and a Strong Economy on January 22nd, Burning Glass CEO Matthew Sigelman outlined, "The core issues lie in the significant deficits California is facing with having enough workers to fill high value middle skill jobs, which take 20% longer to fill in California than in other states."

"Nationally, there are eleven million unemployed people in the United States and four million unfilled jobs, further underscoring the lack of skilled workers available to enable employers to compete globally," said Eva Sage-Gavin, vice chair of the Aspen Institute's Skills for America's Future Advisory Board and former global Executive Vice President of The Gap, Inc.

"The people around the table were clearly anxious to engage with the issues, and they offer an impressive collection of knowledge and experience," observed David Morse, Academic Senate (ASCCC) President. Half of the Task Force members are nominees representing internal constituency groups, including 4 faculty voices:


Lynn Shaw, President of the LBCC Full Time Faculty Union, serves as Task Force co-chair. As a CTE faculty, she brings experience embedding industry-valued credentials into CTE programs.


Julie Bruno is Vice President of the ASCCC and a Sierra College faculty. Julie brings experience contextualizing general education into CTE.


Toni Parsons, Curriculum Committee Chair at San Diego Mesa College, brings experience contextualizing basic skills into CTE.


Lynell Wiggins, Counselor at Pasadena City College, brings experience counseling students at the campus level in CTE.

"The most impactful concept I learned is that we need to meet employer demand with forthright conversations that challenge assumptions," said Wiggins. "In our attempt to build and enhance training programs, the onus is on us to bring employers to the table and establish appropriate outcomes for our programs."

When asked for her takeaways from the first Task Force meeting, Parsons shared, "1) Our focus is consistent - on the student. 2) Whether a two-year degree or four-year degree is needed. 3) How do we increase successes while holding on to our values and our mission?"

Walt has over 20 years of experience as a practitioner in developing, managing and directing innovative corporate and workforce training initiatives in partnership with some of the country's largest corporations. He is on loan from the Los Rios CCD where he is Director of Workforce and Economic Development. Prior to that, Walt was Director of the Centers for Corporate Training at Eastern Michigan University where he oversaw highly successful programs in Occupational Health and Safety, Quality, Management and Leadership and Foundation Skills Development with such clients as US Department of Labor (OSHA), Ford Motor Company, General Motors, Chrysler and the United Auto Workers joint training centers as well as over 200 other businesses, large and small.

BBC: Digital skills should be core subjects, says report

Digital skills should have the same importance in schools as English and maths, peers say
Children should be taught "digital literacy" as a core skill alongside maths and English, a report by a House of Lords committee says.
Computer technology brings "huge opportunities for the UK, but also significant risks", the Lords Digital Skills Committee warns.

The internet should be viewed as a utility service, alongside water and electricity, it says.

But without action, the UK may fall behind in the new digital era.

'Ambitious approach'
The reports says:
  • No child should leave school without basic digital literacy
  • Universities should ensure all graduates are "digitally competent"
  • Apprenticeships should have a greater emphasis on digital skills
The committee calls for action to give teachers in England the confidence and skills to deliver the new computing curriculum, otherwise "inconsistent teacher training" risks letting pupils down.

In particular, a "paucity" of women in digital careers and in science, technology, engineering and mathematics generally risks holding back UK competitiveness, the report says.

"Girls have to be engaged earlier and across all education levels" and the perception of these jobs as "male-oriented" must be addressed, it adds.

The report says 35% of current jobs in the UK could be automated within 20 years.

It urges an ambitious approach to secure the UK's digital economy, with the government acting as the "conductor of the orchestra", focusing on business and education.

"We are at a tipping point," it says.

"Digital businesses can locate anywhere in the world, and if we fail to provide the right conditions for them to flourish in the UK, we will become a branch economy, much less prosperous and influential than we could be."

A digital divide persists in the UK, with some six million citizens never having used the internet and 9.5 million lacking adequate digital skills, partly because they have been "poorly served at school", the report warns.

In particular, it says, a shortage of medium and high-level digital skills "needs immediate attention" if the UK is to remain globally competitive.

It urges action at all levels of the "talent pipeline - primary, secondary, further and higher education".

'Wake-up call'
Baroness Morgan of Huyton, who chairs the committee, called the report a "wake-up call" to whomever forms the next government.

Its recommendations would entail a "radical rethink" of education for people of all ages, said Lady Morgan, the former chairwoman of Ofsted.

Too many families have no access to the internet, says the report
She said: "From an early age, we need to give digital literacy as much importance as numeracy and literacy.

"While we welcome the introduction of the computing curriculum, we are concerned about the ability of teachers to deliver it - with more than half of our IT teachers not having a post-A-level qualification relevant to IT.

"At the higher education level, there is an urgent need for industry input, so that graduates are learning job-relevant digital skills."

Lady Morgan also said it was unacceptable that some urban areas still lacked mobile or broadband coverage.

'Options limited'
Valerie Thompson, chief executive of the e-Learning Foundation, particularly welcomed the report's emphasis on the need to ensure all children had access to the internet.

"Digital skills are an enabler across the curriculum, but there are real issues of access for poorer children," she said.

Too many families did not have the internet at home, said Ms Thompson. "And if your mum and dad are not comfortable with the internet, the options for you to be a comfortable internet user when you leave school are limited."

Ms Thompson said schools needed more resources for computers and broadband to allow students online access for every subject.

A Department for Education spokeswoman said it was vital to ensure young people had the skills and knowledge to "secure jobs in our country's burgeoning tech industry".

She said: "To achieve that, we have redesigned our national curriculum to be the world leader in computing, meaning young people in England will start learning the basics of coding from age five.

"We have also provided £3.6m to make sure teachers have the confidence and knowledge to teach this new curriculum and are engaging leading technology companies to support schools in delivering it."
